Meet Jean Rousseau, CSMFO’s First Employee
As one of my last actions as your President and my last President’s message, I’m thrilled to introduce you to CSMFO’s first employee and new Executive Director, Jean Rousseau. In my opinion, Jean is the right person at the right time to guide CSMFO next’s chapter. It was his communication and leadership style along with his energy and passion for training and education that separated him from an outstanding candidate pool, in addition to his deep fiscal knowledge and skills.
This past December, Jean completed a distinguished 31-year career serving local government in California, starting as an Accountant II with Fresno County. He moved up the finance ladder to Chief Accountant before moving to the Assistant County Administrative Officer position in 2004. In 2007, he moved into the County’s top position (County Administrative Officer), serving Tulare and Fresno counties to his retirement. He has served in several finance and accounting roles, including as Finance Director/Controller for the City of Fresno, Principal and Senior Accountant for Fresno County, and Staff Accountant for Sampson & Sampson CPAS.
Jean brings a wealth of experience to his new role with CSMFO. He has been actively involved in developing and guiding fiscal policies across the State, including serving on the State Treasurer’s committee to streamline policies and procedures. He continued to be actively involved in developing local government budget strategies until his retirement. Following the Great Recession, his leadership resulted in Tulare County being “one of the most financially sound counties in the state” (The Recorder, 10/05/15).

Some of Jean’s top responsibilities for CSMFO include:
- Guiding our strategic and operational plan
- Managing CSMFO contracts
- Coordinating management and updates of our website and documents
- Streamlining and documenting committee and chapter chair guidelines
- Helping to onboard new CSMFO volunteers
- Ensure committees have necessary staffing and budget resources
- Strengthen relationships with partner associations (Washington, Oregon, Alaska, GFOA, CMTA, etc.) and build new relationships (CalPERS, State-Controller & State Treasurer, CSAC, and other associations)
- Oversee the launch of our new Learning Management System by Tech/Admin Committee

Born and raised in the San Joaquin Valley, Rousseau has been married for nearly 40 years to his high school sweetheart, Andria. The couple has three children: Jordan, Alexandra, and Madison. Rousseau graduated with a bachelor’s degree in Business Administration with an emphasis in Accounting from California State University, Fresno in 1986 and is an alumnus of San Joaquin Memorial High School in Fresno.
Jean will be introduced to our members on stage on February 16, 2022, at the kickoff of our 2022 conference in San Diego. And I hope you’ll get the chance to talk to him during our conference, virtually (or in-person) at our Chapter meetings, and during our Board Meetings.
Jean was unanimously selected following a highly competitive, three-month, state-wide recruitment process. This process included interviews by all our 2021 and 2022 Board Members, and other CSMFO leaders, a media and background check, and an employment agreement created by a leading labor law firm in California.

I’m sharing this month a tasty winter-inspired recipe received from a new work colleague (turns out she also has a Portuguese background). I’ve tested this recipe and can attest you’ll love it. They are sweet, chewy, and loaded with flavor in every bite. I hope you enjoy these as much as we have.
Juliett’s Ginger Spiced Cookies
Ingredients
- 3 cups flour
- 3/4 brown sugar
- 3/4 teaspoon baking soda
- 1 tablespoon fresh ginger
- 1/2 teaspoon cloves
- 1/2 teaspoon salt
- 3/4 cup soften butter
- 3/4 cup molasses
- 2 tablespoons milk
- 1/2 cup sugar
- 1/2 cup powdered sugar
Directions
- Cut butter into 1/2 inches
- Mix together for 20 seconds flour, brown sugar, & spices
- Add butter and mix until it looks sandy
- Add molasses & milk, and mix on low speed for 20 seconds until moist, then increase to mix on medium speed and for another 10 seconds
- Shape into 2-inch round discs and freeze 20-30min or refrigerate overnight
- When ready to bake, preheat over to 350 degrees
- On prepared cooking sheets, coat each cookie with powder sugar.
- Bake 12 mins and let cool 2 min on the sheet, moving to a cooling rack
Marcus Pimentel is the Budget Manager for the County of Santa Cruz. On February 14th, Marcus will finish serving as President of CSMFO. Marcus has been a member of the Communication, Membership, and Technology Committees and several Conference Host Committees. Marcus has over 20 years of local government finance and administration experience in the Monterey Bay area serving previously as the Finance Director for the City of Santa Cruz and Administrative Services Director for the City of Watsonville. He is proud of his family’s immigrant Portuguese heritage and is grateful that his wife and his daughters Kaitlynn and Kirsten still choose to be such a big part of his life.
