During her term as CSMFO President in 2018, Margaret Moggia invited Board Members to take the lead on a specific major initiative for the organization. As an avid consumer of mobile technology, Rich Lee (Finance Director, City of San Mateo) envisioned a mobile application in the near-term future of CSMFO. In preparation for the strategic planning session that year, CSMFO members were surveyed to determine if there was interest in a mobile application, and if so, what features would be most valuable.
Armed with survey results that strongly supported the concept, the CSMFO Board of Directors unanimously approved including the CSMFO App in its strategic plan for 2018. Shortly thereafter, an ad hoc committee was formed, led by Rich Lee and included Grace Castaneda (Budget Manager, City of San Mateo), Will Fuentes (Finance Director, City of Campbell), and Craig Boyer (Assistant Controller, County of Alameda), to help guide the CSMFO App from vision to actuality. Late in 2018, a Request for Proposals for guided discovery for custom mobile application development was released and Apptology was ultimately selected.

In February 2019, the iterative guided discovery process began, where the ad hoc committee could provide feedback and guidance to Apptology. With this process, our committee started to see tangible results of what the app would potentially look and feel like. Once the guided discovery process was completed, the Board was presented the final wireframes in October 2019 and then approved the development of the CSMFO App. With the support of the Board, the dedication of the ad hoc committee, support from CSMFO staff (Justin Lewis and Amanda Smith), and Apptology’s efforts, the app was launched just before the 2020 Conference.

Rich Lee was hired as Finance Director for the City of San Mateo in January 2019. Rich has been a local government finance professional for over 15 years, having served many local municipalities throughout the San Francisco Peninsula, including South San Francisco, Los Altos Hills, Millbrae, and Foster City. He was elected to the CSMFO Board of Directors in 2018 after having previously served as Chair of the Peninsula Chapter and Vice Chair of the Career Development Committee. Rich was recently appointed to serve on the GFOA Ethics Committee.
Rich is an active freelance bass trombonist in the San Francisco Bay Area, performing with many notable musicians/groups, including Barbra Streisand, Kenny Loggins, Peter Cetera, Gladys Knight, the San Francisco Opera Orchestra, and Disney’s The Lion King musical. Rich has recorded with several groups, including the Electric Squeezebox Orchestra, Mike Zilber Big Band, and Greg Johnson Big Band, all of which released an album in 2019.
