CSMFO Professional Standards Committee Highlight: CDIAC Video Series on Public Debt Financing
The California Debt and Investment Advisory Commission (CDIAC) launched a new “Elect>Ed” learning management system, which is a free, online video series that is designed to help decisionmakers navigate the complex and critically important process of public debt financing. In October 2022, CDIAC released Module 5, titled “It Takes a Team: The Role of External Professionals in a Successful Issuance”, which covers the following topics:
- The key members of the agency’s internal and external finance team
- The role of the agency’s finance team in the issuance process
- The elected official’s role and responsibilities during the issuance process
The Elect>Ed video series also covers a two-part series about pensions, which includes a discussion of common risks, such as interest rate risk and market risk, and risk mitigation strategies. While the Elect>Ed training series is designed for elected officials, the training series also serves as a resource for municipal finance officers.
